Abstract

Penelitian ini mengkaji permasalahan pengelolaan objek wisata ziarah Pamijahan di Kecamatan Bantarkalong, Kabupaten Tasikmalaya, yang masih menghadapi tantangan terkait koordinasi dan partisipasi antar berbagai pemangku kepentingan. Untuk mengatasinya, penelitian ini menerapkan pendekatan collaborative governance yang dianalisis menggunakan sepuluh indikator, yaitu struktur jaringan, komitmen terhadap tujuan bersama, kepercayaan, tata kelola, manajemen jaringan, akses ke kewenangan, kepemimpinan, akuntabilitas, pertukaran informasi, dan ketersediaan sumber daya. Metode yang digunakan adalah kualitatif deskriptif, dengan pengumpulan data melalui wawancara mendalam dan observasi. Hasil penelitian menunjukkan bahwa meskipun semangat kolaborasi telah ada di antara para pihak seperti pemerintah daerah, pengelola situs, dan masyarakat, implementasi collaborative governance belum berjalan optimal karena kurangnya struktur formal, koordinasi yang terpusat, dan mekanisme akuntabilitas yang jelas. Kesimpulan dari penelitian ini adalah bahwa pengelolaan objek wisata Pamijahan membutuhkan penguatan kolaborasi yang lebih terstruktur dan formal, dengan melibatkan semua pihak secara aktif untuk mencapai tujuan bersama dalam pengembangan wisata yang berkelanjutan.

Abstract

This study examines the issue of managing the Pamijahan pilgrimage tourist attraction in Bantarkalong District, Tasikmalaya Regency, which still faces challenges related to coordination and participation among various stakeholders. To address this, the research applies a collaborative governance approach analyzed using ten indicators: networked structure, commitment to a common purpose, trust, governance, network management, access to authority, leadership, accountability, information sharing, and access to resources. The method used is descriptive qualitative, with data collected through in-depth interviews and observation. The research findings indicate that while there is a spirit of collaboration among parties such as the local government, site managers, and the community, the implementation of collaborative governance is not yet optimal due to the lack of formal structure, centralized coordination, and clear accountability mechanisms. The study concludes that the management of the Pamijahan tourist attraction requires more structured and formal collaborative reinforcement, actively involving all parties to achieve a common goal of sustainable tourism development.
